I have the same exact issue where I cannot connect to the App Store while on Cellular but connects on Wifi. This issue started only with IOS 13. I have an iPhone 7. First occurrence was after install of IOS 13.0. While on cellular, I turned OFF and turned back ON, then it connected to the App Store. After IOS 13.1, it happened again.
